Published law — the same facts every citizen receives
Land & plant: output per unit of firm scale vs the continental mean — grain 75%, tools 85%, luxury 95%, defense 115%, science 95%.
Freight: every import and export crossing this border pays a 8% surcharge (no deep-water port).
Franchise: censal — every citizen casts one vote plus one per 2000 of net worth.
Procurement code: the state fills orders from home firms FIRST regardless of price, and pays them price ×1.25 (the markup is revenue to the firms, i.e. their owners).
Prices float on supply vs. demand — a glut craters the price, scarcity pays. Demand counts consumers AND last tick’s state procurement (an /arm order lifts the defense price). A high grain shortage starves the republic and bleeds happiness.
